Building It Right the First Time: Compliance for Faster Launches

Abstract:

Compliance is often treated as something to solve after the product is built. In fintech, that’s one of the fastest ways to delay a launch. Designing without considering sponsor bank expectations, federal and state regulations, network rules, and operational risk frequently leads to rebuilds, failed approval reviews, customer impact, and even lost banking relationships.

Drawing from real-world examples, this session explores where fintech teams most often run into trouble, why compliance extends far beyond network rules, and how early design decisions can dramatically reduce approval cycles. We’ll examine the tradeoffs between shipping an MVP quickly and building with enough compliance context to avoid expensive rework later.

You’ll leave with practical guidance on the compliance areas most commonly postponed, how to design with future roadmap requirements in mind, and how to communicate technical decisions in language that sponsor banks and compliance teams understand, helping move products to market faster, not slower.

Bio:

Kimberly Hebb is the BSA/AML & Compliance Officer at Moov, where she helps navigate the complex regulatory landscape surrounding modern payments. With more than 30 years of experience spanning regulatory policy, banking, fintech, and risk management, Kimberly has built a career helping financial institutions and fintechs balance innovation with compliance.

Before joining Moov, Kimberly spent the majority of her career at the Office of the Comptroller of the Currency (OCC), where she held several leadership roles focused on BSA/AML, consumer protection, and compliance policy. She led high-profile examinations, helped develop supervisory policy and examination procedures, created risk identification tools used across the OCC, and represented the agency on the U.S. delegation to the Financial Action Task Force. As Director of Compliance Policy, she co-chaired the OCC’s National Compliance Risk Committee, guiding supervisory responses to emerging risks across BSA/AML, fair lending, consumer protection, and the Community Reinvestment Act.

In addition to her role at Moov, Kimberly is the founder of Komply, LLC, a regulatory consulting firm that advises fintechs and sponsor financial institutions, and co-founder of BalancedTrust, which combines advisory services and technology to help organizations build stronger compliance programs. She is passionate about helping builders understand regulatory expectations early, enabling them to bring products to market more efficiently while reducing long-term risk.
